They pay a lot more attention when you take time to visit them in person.” L.E.A.D participants also carried the same key messages with them to every meeting: Promotional Products Work: Promotional products are the most cost-effective, memorable and longestlasting form of advertising, participants told their representatives. They also highlighted that it’s the same medium legislators use as part of their election campaigns and the profound difference these products make. The Country Of Origin Labeling (COOL) Online Act: While PPAI understands the importance of traceability, the nature of the promo industry’s complex supply chains and quick orders make compliance with the COOL Online Act (S. 1421) practically impossible. Dual sourcing and diversifying and fluctuating global supply chains all impede the industry’s ability to adhere to the bill’s proposed requirements. Industry Contractors: Promotional sales consultants have the ability to be their own boss and run their own business. Much of the PRO Act (H.R. 20) is benign as far as the promo is concerned, but the industry takes issue with its ABC test and the broad definition that classifies all workers as employees. Uniformly applying the legislation would have a devastating impact on thousands of jobs and businesses in the promo industry. Global Value Chains: While many goods in the promo marketplace are sourced from foreign manufacturers, most of the value of industry products are created domestically pre- and postproduction. L.E.A.D participants asked legislators to keep this in mind when considering trade policy that could unintentionally raise costs for businesses and consumers. PPAI • JULY 2023 • 107
